2. Largest number of different Pawn pieces moved in the opening
3. Fewest moves (plies) in overall game
4. Earliest Entry

Just to confirm, the 2nd item on the Adjudication Criteria is:
> 2. Largest number of different Pawn pieces moved in the opening
This is the number of different Pawns moved before moving a non-Pawn. It is not the number of different Pawn moves before the same Pawn is moved again.
Therefore in the recent 11 Pawn entries, both users move all 8 Pawns in their opening. Therefore both entries are tied on the first three criterion and are only separated by 'Earliest Entry'
